Do I need a finished design before getting in touch?

No. An outline of the app, its audience, and its main features is a useful starting point. If you already have wireframes or designs, include them so the remaining work can be scoped.

Can the app connect to an existing website?

That depends on the site's backend and available APIs. Share the existing platform and the information the app needs to access so the integration can be reviewed.
